That the budget holes, is unfortunately nothing new. Is new is the attempt to these holes to fill even small sums to try. This happened in Stendal, like the black book revealed the association of taxpayers.

The Civil Engineering Department of the City of Stendal sent in the summer as usual assessments that are contributions to water management should be collected. In itself this is not objectionable.
